Leader: Charity begins at homes
The Joseph Rowntree Foundation reported recently inflation for the poorest members of society was 25% over the past five years and the Adam Smith Institute agreed the poorest were the hardest hit.
The Adam Smith Institute went on to say the reason was the cost of housing and the only way to get the cost of housing down is to build more houses.
Worthing Borough Council in its refresh of Corporate Priorities in January this year stated as its second priority: “Enable new homes to be built to help meet the housing needs of our communities.”
The West Sussex Coastal Strategic Housing Market Assessment (SHMA) 2012 projected an annual requirement to 2031 for Worthing from 425 to 445 additional units. There is a requirement for 1200 additional affordable units. The housing waiting list in Worthing we believe to be in the region of 1500 although the Conservative Cabinet Member responsible said recently it is down to around 1000. The vast majority on the list want one-bedroom flats.
So how are the Conservatives tackling this second priority? How are they faring in starting new homes?
The Central Government Homes & Community Agency reports Worthing had only 8 housing starts from April 1st 2012 to March 31st 2013 and only 9 housing starts from April 1st 2011 to March 31st 2012. When we quoted these figures to the media the Conservative Cabinet Member disputed the figures pointing out that the St Barnabas development at Columbia Drive had 50 alone. So we checked with Worthing Homes and they informed us the St Barnabas development (although the spades went in the ground later in 2011) was actually in the 2010-11 figures for the same period. The 2010-11 figure for new starts was 70 units which is coincidentally the same figure as the Worthing Borough Council Housing Strategy 2012 target.
Summing up we have a housing assessment requiring 425 to 445 units, a Worthing Borough Council target of 70 units, 1000 to 1500 on the waiting list and yet over the last two years we have achieved an average of 7.5 units. There was an estimated 10 homeless in tents on the Union Place site alone until recently.
So where are the 1000 plus on the waiting list now? A WBC housing officer recently opined they were mainly sofa surfers but it is impossible to pin accurate numbers down.
The Cabinet Members when presented with the housing needs assessment report a couple of weeks ago just shrugged their shoulders and said as Worthing was trapped between the Downs and the sea nothing could be done unless every piece of green space was lost and we built out to sea on stilts.
Worthing Liberal Democrats believe the Cabinet is not really trying. Unlike the Tories Worthing Liberal Democrats are not willing just to sit on their hands.

NEWS FROM THE PAST WEEK
400 SIGN TO HALT POLICE STATION CLOSURES
Monday 8th July – More than 400 people have signed a petition to stop the closure of Shoreham and Lancing police stations – and names are still flooding in. Local Liberal Democrats ran street stalls in Shoreham, Southwick and Lancing on Saturday to boost the campaign which calls on Sussex Police to take no closure action until they have consulted the communities involved. Ms Bland said that Liberal Democrats expect to collect hundreds more names before the campaign ends

Jemima Bland, prospective Liberal Democrat candidate for Worthing East & Shoreham, who led the petition campaign, said: “People were flocking to our stalls to sign up. It’s clear local residents believe Katy Bourne, the Conservative Police and Crime Commissioner, has got her plans for police station closures badly wrong. SHOREHAM AIRPORT SAVED
Monday 8th July – Today we can confirm Shoreham Airport has been saved from the immediate threat of redevelopment. We have seen an email from deputy leader of Brighton & Hove City Council, Geoffrey Theobold which confirms that the discussion on the possible sale of Brighton Shoreham historic airport will now be removed from the agenda of the council’s meeting next week (11th July). We have also had confirmation from senior representatives at Worthing Borough council, who own a one-third share of the freehold, that they would not be willing to sell their share. Shoreham Airfield is the oldest airport in the UK. It was used in the first and second World Wars, and contains unique listed buildings dating back to the 1920s. It hosts the very popular Shoreham Airshows and serves as a base for several local businesses including Ricardo. It is also a hub for our local branch of the RAF Air Cadets, and for students of aeronautics at Worthing’s Northbrook College. OH NO! NOT THEATRES AGAIN
Thursday 10th July – Worthing’s Tory Cabinet Member for Customer Services Mary Lermitte was interviewed tonight on her portfolio by the members of the Joint Overview & Scrutiny Committee. Cllr Lermitte is responsible for Housing Strategy and Housing Enabling Role; Housing non HRA, including Homelessness and Advice, Private Sector Housing, other Housing Services; Culture (Theatres and Museums); Customer Contacts; Public Consultation; Housing and Council Tax Benefits and Concessionary Fares. Lib Dem Councillor Norah Fisher asked the Cabinet Member how much theatres were now costing a day on the same basis Council Leader Paul Yallop said to the media two years ago theatres cost £3000 per day. Cllr Lermitte wasn’t able to give a figure without prior advice but did say theatres had incurred extra costs on catering including agency staff being employed as staff had left; and increased employment costs from bringing catering in house. According to a recent budget report theatres overspent the 2011-12 budget by £222,000. Although there are reports of better attendances, better programmes and better catering we have yet to see proof of an effect on the bottom line. Rather than wait Worthing Lib Dem Leader Alan Rice has put in a written request to Cllr Yallop for Tuesday’s full council asking again “how much per day?”
Alan said: “Nobody wants to see a theatre closed but in view of the continued drain on Worthing’s council tax payers over the years it is important we know exactly where we are and to see if the Tory decision to keep them in-house has had the desired effect on the bottom line. Any normal business would expect to know performance on a monthly basis – all we ask is to see those figures in the public domain.”
IT – IT’S GETTING BETTER
Thursday 10th July – CenSus consultant Ian Henderson was in trepidation as he was put in the hot seat at tonight’s Joint Overview & Scrutiny Committee to explain progress on rectifying the council’s IT systems following the catastrophic disaster last year when it collapsed. Theatre bookings could not be placed, officers and councillors could not access their e-mails or diaries and the internal telephone list was lost. Ian prresented a very full report and members were pleased with the progress that had been made. The nettle does indeed appear to be well and truly grasped. But the Worthing Lib Dem Group we will be monitoring the situation closely over the coming weeks and months to ensure the council remains on track.
